I personaly like both Order and Autocracy. They are both fun. I cannot tell you how many games I tried to play culturaly, but fell into science, diplo, or conquest. I once won a science as Babylon because Isabella tried to invade my ally. I won it without Rationalism to! Hooray!

IDK about Order, but by the time I fill out Autocracy I am mid-way to conquering the entire map when aiming for a domination victory. Autocracy and Order do not necessarily go hand in hand IMO. I'd rather pair it up with something like Commerce and Honor for domination victories. Order and Rationalism work better together IMO, that is when aiming for science victories.
Well, it's not possible to fill out Order AND Autocracy, only one of them. But yeah, I see Autocracy more for Domination than Order, Order could be good if you wish to expand either peacefully OR through war, but it seems to be for more peaceful, not puppet strategies.
Order works great for mass puppet strategies. The added happiness and production helps a lot. I do have to say I'm having a rough time getting through autocracy though. Still haven't finished it. Annexing so I can build courthouses is killing me on social policies. I might have to do a culture game with a real violent end just to get the achievement.
If you all you want is the cheevo, just start a game in the industrial era. If you start modern, you get enough culture right off the bat to fill it out immediately. And as I mentioned before, if you annex you should have representation.

I went with the "culture game with a violent end" strategy for getting autocracy. I took tradition, piety, patronage then filled out honor and autocracy. I only had 4 cities until the industrial age then wiped out the Aztecs. I finished autocracy just in time because Genghis, who owns half the map, just declared war on me. Luckily between great scientists and RAs I'm equal on tech with him. That bonus for filling out autocracy is awesome. Ive already taken 5 of his cities and liberated a CS from him. This is turning out to be an entertaining game.
I think the finisher should give some longer lasting effect; maybe 5% bonus after the 30 turns are up? At the moment, there's no way to take the last policy when you want; you have to either DOW when you get it or risk not having the bonus if a surprise DOW comes around
Given that it's probably the 3rd tree you finish, you should have had plenty of time to prepare. Most of the time when I finish Autocracy I'm already embroiled in a war against the rest of the world. If you want a permanent effect from the finisher then remove the 30 turn buff, it's overpowered as is.
The 30 turns seemed long enough for me. I wiped out half of Genghis' empire before it ran out. I'd imagine even if you didn't happen to be at war when you filled out autocracy you'll be just about ready for one. Obviously if you took the tree at all you're planning on some violence you should have a pretty solid standing army by the time it's done. In my wierd culture game I had one of the smallest armies on the map before I started autocracy but by the end of it I could take on the strongest.
