I am not able to launch my store-purchased CivilizationV either in DirectX9 or 10&11.
Here are my system details:-
OS: Windows 7 Home Premium 64 bit (6.1 Build 7601)
Processor : Intel Core i7-2630QM CPU @ 2.00 GHZ (8 CPUs),~2.00GHz
Memory : 4 GB RAM
DirectX Version: DirectX 11

Well without any information these things can be difficult to help with.
For starters. Delete local content and re-download the game through steam. It is annoying, but it is the logical step. If that doesn't help, it gets tougher.
I think a better first step would be to verify files. It's shorter, and it's what I had to do when I loaded the game up after several months (recently). It's an option somewhere inside steam, forgot exactly where.

go to Library
right click on Civilization 5 and then click on Properties
go to Local Files tab
click on Verify Integrity of Game
if some files are missing or are corrupt steam will download them again automatically and fix your installation
also add more details, what happens when you launch the game ?
