Here's a recap of what I posted in another thread:
Playing as China, walked a bit, picked up friendly, settled next to a 1 flag barb with a USA AI on a hill on the other side of me. Rushed warrior, took down the barb for 30g and USA walks in next turn.
REM018: "I don't think the strength argument is valid since warriors pass on your empty cap all the time right after you settle. Let's say you settler walk, settle 3300BC next to an AI warrior and make peace. It will always pass on your empty cap even though the AI is "stronger" (1 warrior vs. no units at all)."
In my case, it didn't pass on my cap. So I don't think it's a guaranteed "always" like the pre-2000 BC, 2:1 barb scenario.
Maybe the A.I wanted to get to the barb hut and it turns out right through your city was the quickest route?
Aztecs and sometimes USA will walk in on you. Other civs won't.
And of course, we know the Zulu will too, if you haven't met yet.
india will walk in pretty consistently. i think its how ghandi started his war monger persona.

If you make contact, they almost always walk the other way - almost :-( And by that I mean 99% of the time they do not take your empty cap. But yes, I had the Mongols take my empty cap with their only warrior at 3300BC. Totally uncalled for. I do recall that this happens sometimes with other civs too. Question is why? But this "phenomenon" is so rare that it probably does not warrant any effort trying to find out the reason why the AI does that 1 out of 100 times.
