Has the game ever run properly and now this has started to happen or has it always crashed this way?
Helpful if you can post your dxdiag along with the kind of game you are playing when this happens (map size, direct x etc.). Have you tried verifying your game cache via the Steam Linbrary? Does your system meet game requirements?

Sorry for not posting more information on my first post.
Yes, game runs properly... have had Civ 5 since it came out.
I was running two mods though... the revised extra civ mod and the Vanilla+ mod. That might be the problem.. lol.
My computer requirements are way past the minimum in most categories, but I do only have a dual core processor (2.70ghz each). Instead of a quad core... I wonder if that is the problem, but only declaring war causes the problem?
I gotta go to work, but later on I'll try to post the dxdiag.

No, the dual core, isnt the issue, it is almost certainly a Mod error sadly.
Can you start a non mod game, declare war, and report the results
