Can not continue turns

I am on about turn 710 and all my culture is full by I have enough to get a new policy but everything is full. Unless I open a new tree and disable one of my current full policy trees. I really dont want to do that! Is there a way around this? Thanks.

I think opening up a new tree is your only option. When I went for my long haul as India I had way too many cities to ever get more policies.

Still set the forum record for highest population though
