    Any way to disable clouds?

When you start a game, the map (other than where your settlers are at) is hidden from you by a blanket of clouds. Is there a setting that allows you to disable it?

Well you could turn it black by turning down you graphics settings, or you can explore the map

There's no way to disable the fog of war without a mod.

Reason I ask is because I cant seem to get an egyptian civ started in EGYPT.

I got a true start locations mod, but it doesnt work at all, I've set up a few dozen games now and I either begin in the wrong part of africa or on a different continent entirely.

You'd think proper starting locations would be something they included in the game itself =/

Note that if the mod is not working you should really talk with the mod creator about the starting locations. It's clear to me how disabling the fog of war fixes anything.
I doubt he was asking about lowering the fog of war quality. He wanted it removed to see the entire map, not lower the graphic quality of the clouds to black.

Well, true start locations are something that sounds good in theory but doesn't really work in-game because there isn't exactly an even geographic distribution of civs and also would be impossible to adequately distribute resources for. European civs would crowd each other to death while American and African civs would have an insane amount of land to expand to unopposed. That's why you need mods which specifically choose the civs and place the starting resources.

Anyway make sure load scenario is ticked.

It's also possible it's just a bad mod. Try this one:
