I think that there should be a dedicated area under civilization V for players to create descriptive stories to describe their epic battles to motivate and entertain people to get out there and create awesome battles themselves.

Are people going to be that upset if you post them here? I don't think so. Why not just make a thread for them?
If anything, I'd suggest a new section under the main one for suggestions
