Dude, that's Eddie Scarpa the Falcone family underboss. That's him. From right to left: Eddie Scarpa, Vito Scaletta, Joe Barbaro, and Henry Tomasino.

Weather you believe that isn't Eddie is up to you. And I'm pretty sure 2K also has that answer to your question.
