Highlights barbarian camps and units in strategic view

Adds a "Barbarians" option to the overlay drop-down menu in the strategic view that displays the known barbarian camps and units.

Utilises the "Utils - Modular MiniMap Overlays" to maintain compatibility with other mods that add to the strategic view overlay list
