Ho do you do a CLEAN reinstall of the game.

I am playing BioShock 2, retail DVD disc, on Windows 7, PC (Single Player mode)
I had to reinstall Bioshock 2, I thought that I did a completely CLEAN reinstall of the game, but apparently not?

This is what I did:
1. Uninstalled the game using Revo Uninstaller with advanced settings.
2. Searched Computer, found a couple of things, sent them to Recycle Bin.
3. Emptied Recycle Bin.
4. Did a hard drive, Disc Clean, using Windows and Norton.
5. Did a defrag using Defraggler.

I put the DVD in and reinstalled the game.
When I went to the game Options, all of my old game settings were still there?

Is it possible to install the game, as if it was the first day that I purchased the DVD. (a totally CLEAN install)
