Depends; Honor is good for marathon if you envisage war. Tradition is good for cultural games and if you plan on being insular/wonder focused. Liberty has the most applicable use; you generally can't go wrong with a free settler, worker or great person, but sometimes Tradition or Honor can be godsends.
2. Should you build roads as soon as you make your second city?
Not always. If your cities are far away and population isn't very high, it could cost you more than it provides. Exception is Inca; you might as well built a road on every hill tile. Russia will have this problem the most as their UB encourages far apart cities
3. Should there be a improvement (farm, mine, quarry etc.) on every tile? i always do..
Non road improvements cost you nothing but you shouldn't rush to cut down forests or jungles; build on other tiles first unless they have resources on them
4. Should you make 3 cities in the beginning or sit at 2?
Depends again. If you can get to HOrses or Iron quickly, it can be worth the unhappiness to settle near a big source. In addition, you should only strain to settle for a cluster of resources so that the city can keep itself happy.
5. Should the first thing you research always be pottery, calender so you can get your happiness for your expansion?
If you find gold silver or Gems near you, mining is better because they provide more wealth. Animal husbandry is good if you're a horse focused civ (mongolia, Songhai). Archery is not usually a good first tech unless you're planning to play a defensive game. Personally, i always take mining first unless There aren't many hills or no mining resources. If you're rome, mining first is almost a necessity, to gte to iron quicker. Pottery leads to the best economic techs early on but if your position is precarious, go for mining or horses.
6. Are the horsemen the best military unit for conquering cities in the beginning because they can be moved more?
Horses have a giant penalty to attacking cities to represent the difficulty of utilising horses inside a city. Any high strength melee unit will do, swordsmen being particularly effective. Warriors may even be better than Horses. Mandekalu cavalry are an exception because they have no penalty.
7. Should you always build the tile improvements with your great person, or rush something/give to city state?
GPs have three functions. Each can trigger a golden age which is only useful as Persia mostly. Each can build their own improvement which provides extra tile yields or defensive bonus. And each has a unique ability. Scientists can get a free tech, Artists can steal tiles, Engineers can rush buildings, Merchants can get money/influence and Generals can boost units' strength. You should always try to take advantage of their unique ability before building the improvement before trggering a golden age. I use GS to get the most expensive tech, usually slingshotting me into a new era, which will increase city state bonuses and give me more policies. Use culture bomb only if you have a good military and can see extremely good terrain; strategic resources are particularly important. Hurrying production is used exclusively for Wonders; it'l result in the wonder being bilt in two turns at first but the bonus will get smaller each time. Merchants I don't like because the influence bonus is pretty small and the gold bonus is too. Generals should be kept around for a war and not expended unless a war is a cakewalk or its about to die. The improvements should be built on Strategic resources as you'll still get the resource. Korea gets +2 science from the improvements so there's that to consider if you're playing as them
8. In the beginning i always build monument than worker, is that bad? if so what should you build in the beginning?
If you have a number of good resources nearby, the worker first isn't a bad idea. Scouts are good for rough terrain around your capital and Warriors are good if you're aztec or near warlike leaders. Monument>worker is pretty good though.
9. Is it always a must to have your cities on the shore?
Not always. It doesn't give any inherent bonus and is usually not too great. You get three main bonuses; building naval units, getting sea resources and being easier to defend until later eras. however, each tile that is water means a tile that won't have a resource that isn't whales fish or pearls and later, oil. If you ignore inland areas, you're crippling yourself in terms of resources.
10. Are wonders always a must? Which ones are the best and always worth getting everytime?
The quicker the game speed, the better it is to build them. Great Library is good, Oracle is amazing, Mausoleum is great and statue of zeus is awesome. Every wonder has its use for a particular victory type but the four most important ones for all victories are Library, Oracle, Chichen Itza and Hagia Sophia.
11. Is it worth it to be allies with city states in the early game (first 80 turns)
Not so much. You're going to be pretty low on gold until you unlock economic techs. Siam can benefit the most, but city state benefits scale up through the eras. Medieval is a good time to start investing.
12. Good Ways to make gold?
Sell everything you can to a leader before a war. Get to as many Luxes as you can and sell off excess ones. It's not too bad if you're not making money before currency. The market should boost your economy.
13. Do tile improvements cost gold to upkeep like buildings do?
Roads and Railroads yes, others no.
14. Whats is the best beginner Civilization out of france, russia, china, japan or whats your opinion on the best one?
France is great for beginners as you're getting loads of social policies. Russia is good for strategic resource management. China is much worse than it used to be so don't bother. Japan is great for almost any beginner. I'd also recommend Greece, Spain, Native Americans and Korea.
