I was playing on Diety setting for the first time, aiming for a cultural victory - and it was clear I would lose to the Iroquois, who were one spaceship part away from a Science victory.
UN votes where being triggered, and I held 4 votes out of a necessary 10 vote to win a Diplomatic victory instead. However, I only had approximately 1/4 of the gold required to bribe another 6 votes from the City States. So I traded 25 GTP for 500 Gold, with each rival Civ, and this meant I was able to muster up the ~5000 gold it took to bribe the necessary city states, one turn before the UN vote.
I won, and so the GTP I 'owed' never took affect. Is this known, and is it considered an exploit?
