Spider Splicer Quest (not the cannot-take-photo problem)

I did some digging around and haven't seen anyone with the same problem as mine. I've encountered and taken pictures of the first two spider splicers - the one behind the window and the one in Jet Postal. The third one is supposed to spawn outside the door after you enter Room 5 in the tavern, but it never spawned for me. I searched the entire level for 2 hours and still haven't met that spider splicer. I even tried dying and respawning at a vita tank, and it still wouldn't appear.

I know I didn't kill it by accident because the corpse should glow yellow, and the name would be "Spider Splicer". So far there is only one yellow corpse in the entire level: the one in Jet Postal.

I really really hope I don't have to restart this level after getting so far.....

Not seen this type of problem before. Best thing to suggest is to make sure you have taken photos of every single body on the full level.
