What are the penalties for unhappiness these days?

Specifically, what are the penalties for having puppeted cities and having occupied cities? I notice that with the Police State sopol, courthouses provide 3 happiness. Combined with the inherent effects of a courshouse, does this stand to make an occupied city even happier than an unoccupied city?

Bizarre. Of course, it's even more bizarre that your own citizens don't benefit from courthouses.

Actually, you don't even need Police State for courthouses to make your cities better. A courthouse completely nullifies all unhappiness from the city itself. This is understood to be a bug, but one the devs have been slow on fixing.
