Can't go back to medical pavilion

I have been trying to go back to the medical pavilion for a bit now, to collect stuff I missed, and each time I take the Bathysphere and dock at the Pavilion, the door is locked. This is the door we have to unlock with steinman's key I believe. But I'm now on the exit side, because I alrdy completed 50% of the game.

Also if I open the map, it looks untouched (gray, like unvisited) and the menu says I still have 2 LS to save/harvest (and that's just impossible...because one of them is part of the plot with tennenbaum)

Is it normal or my game's screwed ?
