Problem with mods install and mods will not reload

I downloaded some mods through Steam to the usual MOD path and subfolder within the game. (C:\Program Files (x86)\Steam\SteamApps\common\sid meier's civilization v\assets\DLC\DLC_01\Scenarios)

Each mod is in it;s own subfolder. I can go to Set-up and select the mod map within setup page. Tell me how and where to place the mods. Doesn't seem to work doing it through the game. Shouldn't the mods show up in the list with Rise of the Mongols? It doesn't. Thanks.

I've been having the exact same issue...
Rise of the Mongols, for example, shows up, but any that I download does not.
