Sid Meier's Railroads purchase

Hi, I live in Russia and I'm a big fan of that series. It is difficult to find licensed version of that game in our local stores. The game is old and only pirate version i can find. But I do not want to buy it.
I've found that this gamw is selling in steam. But steam is not selling that game in Russia. Can anyone help me? Is there any opportunity in future that this game become regionally unlocked? I don't want buy boxed version in amazon or other store because there is no waranty that I get it because of our post.

yes really, I do not live in moscow or other big center. There are two stores where I can find cds. I buy only in steam nowdays.

We're always looking to bring our games to more territories, but I don't have any information about Pirates! coming to Steam in Russia at this time.
