What Citizen One said does make sense. Anyone can join so infiltrators or double agents are a real threat.

So the reward 13 gets for providing us all with some answers (incomplete ones, even) is a knife in the back? Skywatch openly advertised his operations... This doesn't sit too right with me. I'm hiding my TomatoPowderKeg evidence ASAP.
With what was said in the transcript it made this line from SpyWatches message a little clearer: "You lovelies taped all his confetti together, but you never asked what party it came from. "
Citizen Swami, I'd recommend going underground for a while. With what happened to 13 I fear anyone connected with his operations will end up in the same boat with him. I know you're a good man and a great member for our cause but Citizen One doesn't seem to be rational right now. If you need any assistance let me know what I can do.

This is a good point, Citizen Illusion. Citizen One is NOT being rational right now. Trust may be a commodity that is earned, but that earning goes both ways. What has Citizen One actually done to gain our trust beyond saying "trust me, I'm in charge?"
I don't like this. I don't like it one bit. For safty's purposes I think I'm going to change my location again. It kept people from following me after Operation PAX, though they seemed to be more interested in Citizen 13 anyways it seems, but it could never hurt to go out there and just move.

I wish I could share your optimism, but the big picture of 13's ID with the big, bold "SUSPENDED" stamped on it just doesn't give me any comfort.
There has always been a sense of distrust in this organization, but previously it was always directed outward. With this strong feeling now directed inwardly into the organization it may tear us apart. This may be exactly what Citizen Spywatch wants, he is manipulating Citizen One more than us! Remember fellow citizens, Citizen One is a man just like all of us, not a god. Lord help me if they disapprove of me saying this. I'm going to have to watch my back from both sides now but haven't we always said that truth is paramount?

Maybe an attempt to regain the trust of those who are losing faith? Either way I am interested to see what kind of restricted material they have to share on this unknown enemy.
Looks like things are getting interesting between Spywatch and SkyWatch. Pretty bold to leave a note on the doorstep of HQ if ya ask me and Citizen Q being given broad and sweeping powers to hunt down a possible communist mole sounds alarming to me. What happened to Citizen 13 I wonder?

I really want to trust the Citizen Elite, particularly Citizen One, but all of this paranoia and mistrust within our ranks has me unsettled. I hope whatever is at the bottom of all of this gets resolved quickly, because I'm beginning to question the objectivity of our Citizen Elite.
