Finding Multi-Player Games.
Civilization V's in-game list of available games is regional. So, there may be many games going on but depending on where you live you may see few or none.
For an active Civilization V (and previous Civ titles as well!) web-site that specializes in multi-player see:

To find players outside of your region, join a Steam group such as this one (which goes along with the above web-site):
http://steamcommunity.com/groups/civplayers
When you are a member of this group, either in the in-game Steam overlay (in-game press "Shift-Tab" by default) or from the Steam client directly: join the group's awesome
chat-room. Once you are in the chat-room you can join games by right-clicking another in-game player in the user list, selecting "Join Game" and then you will go to the staging room for that game. If necessary Steam will launch Civilization V if you do not have the game started.
You may also receive invites in the chat room as well.
It is best - and important - to participate in the chat-room discussions for properly coordinating with other users to get your game going.

You are indeed correct, I find myself repeating these instructions often. Rather surprising considering how long Steam has been in operation with this ability.
Just a note, while CivPlayers operates this chat room, it is open to all MP players so long as you abide by the chat rules, basically don't abuse other players or spam the room with obscenities etc. There is no obligation to join the league, though you are certainly welcome too, and it is free and run completely by volunteers.
Otherwise the chat room basically functions like a playground, you hook up with other players, decide on game settings and decide who will host the game. Once the host has a game up you will be able to Join his game as per the above instructions. You do not have to use the ingame list and likely it would do you no good to try anyway, since this is an international game, chance are you would not see the hosts game in the list anyway.
