Thats cause its in a load screen. Its a load screen quote.

hmm, maybe not... just checked for it. Pretty sure I can remember hearing it though... maybe I've just played the game too much? :P
I have listened to every audio diary in the game and I am pretty sure some of the loading screen texts does not appear in the actual game.

well one fo the quotes form the loading screen is from a newspaper article so i would assume that not very quote is in the game.
A few of them do. Such as the "Leaks, lunatics, and now bleeding ghosts, ain't life in Rapture grand?" is in Arcadia IIRC

im not 100 percent sure, but i reamember finding it around when you are gatherin peices to become a big daddy if i recall right, n it should b there, n i kno its there cuz i reamember his stupid accent when sayin"must find a way to accelarate process", n it should b round there 2 cuz hes wut made big daddys big
Im pretty confident in saying that this particular loading screen quote does NOT appear in any of the audio diarys. For I have whent over ALL of them.
