Got it Citizen Limer (also thanks to IllusionOfLife). This is greatly appreciated. Now just need to figure it out.
I enlisted the help of a fellow Citizen and made the drop in Los Angeles. Upon requesting the blue box left for Citizen 13, we were handed blue boxes filled with doughnuts. There was a false bottom to the box, and inside were several documents, a pile of shredded papers, and a patch. I have taken photographs of this new evidence and will report back as soon as I get them developed.
Oh, exciting. Will you be able to reassemble the shredded papers? Sounds like it may quite a job, but we are all anxious to see the results. It is interesting that a Citizen from LA reported in before the Boston group. I sure hope the Boston group is okay, and it wasn't a trap of some sort! I suppose you will need to wait until Monday for the drug store to open to get the film developed. Bummer.

Of immediate importance is that Mercury TeaCup is at risk! The location is to be avoided on Saturday. Sunday is currently safe. Take a look at the attached telegram for more information.
Also, as Citizen Kayana pointed out, the shredded paper used for packing does appear to contain additional information. It does not appear that there are enough shreds to form a complete document. Not to mention the different colors of paper. It will likely take the combined effort of all 20 Citizens to rebuild these documents. I will see what I can come up with and post it separately.
I also noticed a suspicious person in a Rodeo that seemed to be keeping an eye on the location. Maybe I am just paranoid.....

I would also recommend that you not proceed directly home - take as roundabout a route as possible, and try to lose any tails you might have picked up.
Also I believe that he should interact with the donuts only when he has lost anyone who may be following him,check the donuts for information like documents or clues,then publish your findings here,then proceed to eat the donuts to prevent enemies like Citizen Spywatch to be able to use them for hints or clues.
You can never be too careful.

Although disturbing, I'm glad you mentioned this, Citizen Azeru. I have been training a field agent to act as my assistant, and he, too, obtained a blue box which he will post to me in the coming week. He also mentioned a suspicious character in a nearby vehicle who seemed to be observing the location. I instructed him to exercise extreme caution, so he chose not approach this individual. I might have made a different call, but I can't fault him for following orders.
I'll add a detailed analysis of my box once it arrives.
I took Citizen Ranger Six's advice and headed home at approximately 1600 hours. The 2.5 hour drive back to San Diego allowed me plenty of time to lose any possible tails. I did not take a photo of the man in the truck... I suspect he may have been a fellow Citizen, so I didn't want to chance drawing attention to him.
I was unable to test all of the donuts immediately, but my assistant/fiancee was happy to help upon my arrival home. There was no evidence (that we could taste) inside of any of the donuts.
After some careful arrangement, I discovered that the shredded paper in the bottom of the box revealed the right sides of three different documents. I submit them below for examination, with the hope that other Citizens discover the matching left sides:

This is all very interesting....but what does it all mean? What differences do we see? What is 13 trying to hide?
After comparing some of the partial shredded papers with mine, a friend helped me create a transcription of two of the documents, and a partial transcription of a third with a tentative extrapolation (there's a missing chunk in the center). Would appreciate others checking the transcription with their own pages and giving thoughts on the extrapolation.

I just got a call from Citizen Skywatch. Sounded like morse code.
Citizen Ksarith: I just received the same call.
Unfortunately, the message was cut off due to reception. The morse code message cut off.
Only transmitted comment I caught: "Standby for activation." Then the message ended.
Any citizens who have been contacted are encouraged to translate the morse code, if possible.
Until then, awaiting instruction in New York City.

I received another call from Citizen Skywatch myself. I've taken the liberty of applying specialized noise-filtration techniques to the Morse code segment of the message - hopefully this will assist with the deciphering.
