Can't build a house over 16 population

Hello Everyone,

In Sophocle's game (3408), I have a city population of 17 but am unable to create 17 houses. In fact, the top says "population 17," but on the bottom of the screen (where it lists all of the people), I can only count 16 citizens (there isn't a blank gray spot for the 17th person). When I try to build a house, it just plops in one of those empty gray houses.

Strange...any thoughts?

You only can have 16 populated houses.

Count again.
There are two people leaving in your first house.

Nevermind with this...I clearly figured out that when you have more than 16 people, they double-up in houses, which is now evident on the bottom.
