It sounds like it's from West Washington. Is that Citizen 13 in the photo, or did he take the photo...? Who wrote the code?
What if the only thing they are changing on who they catch are the eyes and using mind control?
Possibly they look like everyone else, and there is a way to photograph people that shows them. Perhaps only their eyes will show up like that once developed?
If 13 is alive perhaps the body that got iced in Seattle was a double. It reminds me of a flick I saw a few years back, Invasion of the Body Snatchers.
There is a possibility that 13 is in the photograph.. but who would be watching him? how do they know about us and can they be trusted?
Well, I've heard rumors that the Russians have been using body doubles to confuse any agents watching their high-ranking officials.
Is it so preposterous to presume that they - or, indeed, any other foreign power - might be working on technology which would allow them to create duplicates of people they wanted to replace, either within their own ranks or the ranks of foreign powers?
Invasion of the Body Snatchers? Who wouldn't approve? XD
Citizen Forester: Was there any evidence to suggest that the body even looked like Citizen 13? I feel that there were some worried and presumptuous citizens in Seattle and that lead to the misinformation that 13's body was tastelessly displayed. There was a body, yes, but it was never identified with confidence as 13 nor is there evidence to suggest that it is 13's likeness.
However I would not rule out your theory. Truth is stranger than [science] fiction.
