[Game 2950] Progress on winning tech not shown

Civ: Indian Commonwealth

Issue: The progress of other civs on the tech needed to win an era victory is not always shown (sometimes it is). It can therefore be impossible to judge when a civ needs to accelerate research to beat another civ (I lost one era victory with only a few hundred more research points needed).
