32 is the maximum population.

It still shows you a food goal at 32 pop. I do not know what happens if you actually hit it. 32 pop is the maximum because the official wiki says so.

Well, I'm making plenty of food in a slow game. I'll see what happens. I think there are at least a 10-15 eras left and I'm at 22 or 23 (can't log in atm).
When you get enough food for the 33rd citizen, it will act just like you got an additional citizen, you will hear the celebration sound, you'll lose that amount of food. But your population will not go up. :/
