Policy Synergy

This question refers to the synergy between Oligarchy from Tradition and Free Speech from Freedom. Oligarchy states that Garrisoned units cost no maintenance and Free Speech states that 8 units are maintenance free. If I have 12 units, in which 4 are garrisoned, would all of these units be maintenance free or would I still pay maintenance on 4 of the 12 units? In other words, does Free Speech overwrite Oligarchy or does Free Speech only count units that currently require maintenance? Thanks for the help! I know I could test myself but before I do, I thought I would ask to see if anyone knew.

You'll have 8 free units, and whatever you have garrisoned will also be free. Mind you, if you have a crap load of workers, the 8 free units, is kind of useless to an extent. Use with Germany and look at the massive army.
