[Bug] Most productive [artist]

Game 1671, 220 BC currently.
One of the players (ThomasJ) is winning Most Productive Arist contest with a score of 76. Certainly the score like this is possible, but doubtful so early in the game. He does not have a theatre built (and tech for Museum still is not discovered) - it also would be difficult since he also is independant and looking at his town he has got 3 farmers (producting 5 food each) and a worker (5 production).

To me that's an obvious bug and the game is confusing some stats...

It's an oft reported bug that's been around forever. Usually, there's at least one artist in the town, though...
