its solveable, you need to use the piece at the far right? it should have two ways you can go when used.
Your path doesn't have to go all the way through a town, so what uncharted said about the forked pieces is correct. Have it so one end connects with that road, and then use the exit to continue to the next town.
As for getting a new map, just waste enough pieces to where your money goes to zero, and fail the maze on purpose. The next maze will then appear.
can be done with 4/5 pieces
If you think you can't do it, then just build roads until your bonus-money runs out. Then a new map wil be created, available to use in 60 Seconds.
