Just trying to figure out how to become science minister, etc.

No, culture is given to one person who puts a card in to build a wonder. Politics is given when you get a population medal; construction for a construction medal, and so on.

Interior Minister is given to whoever wins a construction medal - which is based on whoever finishes a ginormous building first.
Finance Minister is given to whoever wins an economic medal - which is based on whoever reaches a certain amount of gold first.
Defense Minister is given to whoever creates the civ, and thereafter to whoever wins a military medal - which is based on whoever contributes the most to a battle, although that calculation appears to involve some randomness.
Science Minister is given to whoever wins a science medal - which is whoever contributes the most science to a completed tech.
Cultural Minister is given to whoever wins a culture medal - which is randomly assigned to one (or sometimes two, though whoever gets it last is minister) player that contributed a great person to a wonder (event or building).
Interior Minister is given to whoever wins a population medal - which is based on whoever reaches a population threshold first.
