No Victory Conditons
So I started a game with no Victory Conditions thinking it would just be a last man standing kind of deal. Well the year is 2071, I'm the only player left, took over all the City-States and still have not won the game.
Is this a No Victory Conditions so no Victory is possible kind of setup?
Any thoughts would be helpful.

My first thought is, with no victory conditions, you cannot win.
Under what conditions would the game declare you the winner?

It would seem you have tested and proven the hypothesis that you can't "win" if there are no winning criteria to satisfy. Given this is software on a computer wokring with 0's and 1's, makes sense you need an on-off hurdle of some sort, even though intuitively as a human it makes sense as last man stanidng you have won.
It might almost be a bug (or an oversight) that you can play a game without at least one condition selected.

You go to Advanced Search at top right of screen.
You enter "no victory conditions" and click on Search.
And yes, you find an existing thread called, wait for it, "No Victory Conditions":
