Should give more penalties to closed-border-one-person-civilization

Game 159, 5 civilizations have closed borders, 3 of them have only one person, one have two people, and the last have five. I think this is very unfair, since they could use this method to grab tons of medals to unlock achievements only because they join the game a little bit earlier than everyone else. It also banned other player to try out different civilizations because of this selfish people.

I suggest closed border should have a minimum player constrain to avoid one-person-civilization exploit. Or more penalties if they lose a war against another civ or barbarians.

Or give independent nations the ability to attack these one-person-civilizations and gain money, tech, citizens, so on...

I disagree with penalties for 5 people civs.. because if I want to play with my friends in a civ, close off borders so I don't get people who join and stay inactive because I am running a successful civ.. I shouldn't be penalized

but I agree with 1 person, they should have a minimum on closed borders, I'd say 4 people at the minimum.

Another option - more civs to choose from!

    more civs won't work.

I would say give the independent nations the ability to attack a civ. If they success, they immediately become the king (and all mimsters) of that civ and gain all techs known by this civ (green checkmark, so they can choose to leave this hopeless civ with the techs).
Or let the independent nations be able to steal population from this one-person-civ is more attracting (like barbarians, I don't mind be called barbarians if I can defeat this stupid one-person-civ an quickly pop up lol)

btw, I never say 5 people civ is bad, but 1-person-civ is definitely rediculate.

I think if all the groups are locked out you should be able to start a new game rather than be forced to sit as an independent.
