I Can NEVER Pay Bruno Back

the cut-scene never happens and i cant progress. I'm a literally ON the red dot of the map and still nothing....i never had this problem until i started playing on Hard difficulty Medium worked fine but i want to get "Tough Nut", but i can't progress until i figure this problem out.

i know i saw a thread about this somewhere, i just really need help. this is very disappointing....i don't want to be redirected to another thread just one answer will suffice.

Hey, this may be a bump AND double post but if anyone is wondering the Solution is this:

Once you start Chapter 14, NEVER--let me say it again--NEVER interact with any in-game money transactions. That being said you can pay Bruno back easily with no problems.
