WHOWARD69 - Thanks for replying helpfully, however I have done all those steps. When I place cities and city states etc they are not there after I have saved the game, built it and the loaded it to play??

At a guess you didn't follow steps 5 and 6 in the second sequence of screen grabs - no city states or start positions means you didn't check the "Load Scenario" button

What info is needed? I've created a scenario and followed the above directions.
Will it crash if I have the wrong number of City States or playable States (if I assigned named a city Lhasa twice, or if I have 8 city states in the Scenario editor but only 6 on the Map)?

"Possibly" to all of those - why not create a scenario where you don't have things that may break the game, get that working and then make small changes to work out which of those possible errors are causing the game to crash

I made a new map and it works. I have no idea what was breaking it before, thanks for the help.

Firstly, you have to select "next" and then "single player" before you get the set up game option. Secondly, if any of the mods is marked as removing the "set up game" option, as all the DLC scenarios do, that option won't be visible.
