This issue is fairly new on my end, as it has only cropped up today, but here is the gist of it:
Playing an unmodded Single Player game, I received a message from Kuala Lumpur saying that they wanted a Great Engineer. When I cleared their message and returned to my Capital, a layer of units from the City-State came with the camera, complete with animations for the Workers and everything. If I scrolled my camera back toward Kuala Lumpur, the units would disappear, but otherwise they were a permanent addition to my screen.
I've done a bit of testing to see if I can figure out the cause and it seems to have to do with the fact that Kuala Lumpur is located on the "map break" - where the westernmost and easternmost portions of the map meet on the globe. You can even see a thin, white line indicating this. Other civilizations or City-States located on this break produce the same frozen layer effect.
Is this a common issue? I have a newer computer (purchased last summer) and have never had this issue before, though I don't know if that was due to lack of land on the break during previous games. The fix on my end is fairly easy, but rather annoying, so if there is some permanent fix offered up on the forums that I missed during my search, I'd be very appreciative.
