Rapture is full of cats It's the only pet there, they are more prevelnt in one however. Columbia will probably have dogs.
Dead dogs?!!?
Rapture had cats and was in the sea Columbia is the oppisite in the sky so it makes sense it would have dogs.

EDIT: There are horses in Columbia to you know...
And bioshock 2 (and 1) have fish >.>
There are lots of dead cats in both games, that's true, but of course there were dogs in Rapture as well. There's a big poster with dogs in Farmer's Market (don't remember if it was an ad for a kennel or dog food), there are dog food cans everywhere, and then there's the puppy in the audio diary...
I think it was just a poster for adopting dogs or something like that and yes if you find Shrodinger I forgot how the name was spelled so if you find that cat then you have found the actual cat that a lot of people have found other than that its just random cats all over
