Civ V stalls when installing DirectX 9

Please help.

The game consistantly stalls at the point in which is is installing DX9. I have DX 11 on my driver, but it still stalls. I've uninstalled and reinstalled and rebooted, and it just does it again. I've manually DLd DX9 and 11, and it's still doing it. I've tried to copy the game to the computer then install, and it still does it. I've tried to manually extract the supposed missing DLLs (which, if you cancel installation, restart, and complete, it says I'm missing _42), and it still doesn't work. I've taken the original disk back, exchanged it, and tried again, and it still does it. I've installed it from Steam, and it still does it.

I'm running an HP AMD II X2 240 with 2.80 GHz, 5 Gig of RAM, 64 bit Operating system.

Most of those things are not going to change the situation.

Which Dx9 did you manually install? Was it the Redist? From microsoft.com?

Is this at the point when you try to launch it and it says something like 'finalising installtion. installing direct x components' , or during the actual install itself?
