When I launch my CivV on new desktop (Win 7 64-bit, i5 760; HD5850, newest Catalyst, 4GB RAM), the only I get is starting panel to choose the dirX version, then whatever I choose (DirX9, or DirX 10, 11) the game does not start at all with no error messages or whatever.
Same issue here.. bad enough that stupid steam program had to download a 400+ meg update and wouldn't let me play after I bought it.

Can you both check the game caches?
Select Civilization V > Right Click > Properties > Local Files tab > Verify integrity of game cache...
Also, post a DXDIAG log please
DxDiag may reveal deficiencies in RAM, but at the very least, the OP's machine seems to be okay by inference.
Itll rule out incompatible drivers too
Or something odd, like the integrated card being used, instead of the Actual video card

Make sure your firewall allows incoming and outgoing ability to BOTH Steam and Civ V.
