I searched and I do not see civ5 files or folder anywhere on my PC except in the Steam/SteamApps/Common/Civ 5 folder
(and definitely no Cv 5 folder in MyDocs/My Games)

I verified my files in...

I deleted the Civ 5 folder in steam and relaunched the game...Steam rebuilt the files but still the same error listed in my OP.
