It's your graphics card. X800 only supports SM 2.1b and you need 3.0. Anything under the X1k series for ATi doesn't support 3.0. (X8xx, 9xxx, 8xxx, 7xxx, etc).
I'll see if mine does the same. I usually don't need to touch the volume but I'll check.

Umm.. some of the cards listed don't support SM 3.0 either. Think they were just too lazy to remove some of the cards from the inf.
I think it's DX10 that had the problems. I had MANY black textures trying to run in DX10 but DX9 worked fine.

I would say just download the exe and install over them. That's how the Oblivion hotfix worked.

Unless they release a hotfix which I hope they will. Seems like it's a pretty wide-spread problem with DX10 and black textures. At least with the 2900.
Even though I can't really run DX10 because of black textures. DX9 runs at pretty much a solid 60 fps on my 2900 @ 1680 X 1050 with everything on. I'm running Vista Ultimate.
Your video card is the most likely problem. You need an sm 3.0 card. The 850 is a 2.1b (I think) card.
With the parts that you COULD see with it, the soft particles definately looked improved. Couldn't really see water lol.
