That guild game was active/green, and it didn't slow anybody down (nazgul beat its own record for the tech tree by 13 hours). And as far as I know, 20 cb is the minimum. I've never created a game, so...

A quick point on the parasite issue and Nazgul---

We are very xenophobic in guild games and thus always have closed borders. But one time (in a guild game) we did have a Gary clone waiting for us...

I've only ever jumped civs a few times (eating barbs), but the diplomacy timer does indeed go up per jump. For me, it's not worth it after 3 jumps. Your mileage may vary.

I would think legion if you were attacking, as GP would have halved his MAA and not made much of a difference in defense points. Cats would be the other option, but they're more expensive. 750...
