I would opt to turn off the mouse-over pop-ups while viewing the city. I would prefer to [x]+click to see the pop-up. In fact, I'd extend that to every screen.

Hmm, when I click the big green question mark the in-game civilopedia pops up, not a wiki. There are entries for Buildings, Units, Wonders, Techs, and Civics.
