If Morocco are Moors, their capital could be Cordoba and then they would be the European civ. But that's unlikely given the background of the picture.
According to the alphabetic list, if Morocco (or Moors) and Indonesia (or Majapahit, or Elves, look at the new face) are in, then the two upper gaps are filled and Italy, Hungary, Belgium... are out....
