Some sites states that Global Lighting On is better image quality than Global Lighting Off. Can some please clear this up? What exactly does this setting do?

keep it disabled. Global lighting is more apparent when you have multiple characters on screen at once and doesn't render the shadows. You can tell its designed for lower performing systems because when you fiddle with the Image Quality slider Graphic options and set it to low, global lighting is enabled, hence a reductin in image quality.
I can understand some site mixing up global lighting and global immulination.
Turn it off :)
