My uncle who has a 2.4 athlon 64 SINGLE CORE

2 gig ram
running 1600x1200
gets better framerate then me at
2.4 core 2 duo
8800 gts 640 meg
2 gig ram
windows vista
Is the performance difference in vista and xp THAT Drastic?
Should i be worried? Or should i reinstall Xp just in case.

Agreed, stick with vista. More Dx10 games coming.

Well, Vista eats up alot more RAM than XP, but still, you should be okay with 2GB. Keep in mind your graphics card is rendering the DX10 effects.
If you are dual booting, I would run it in XP, heck... I got rid of Vista recently because DX10 was so underwhelming and Vista is sooo slow

Direct X10 is massively underwhelming, it is very hard to tell the difference on the two games I have seen: Bioshock and Company of Heroes.
I highly reccomend shelving Vista until the kinks are sorted out.... I do NOT regret buying it, because I got it at the OEM price, but XP is just so much more stable and compatible at the moment

You should play the game, and not care about FPS unless it's hurting your eyes / brain to look at it.

That's true enough to an extent, but when you lose the cinematic feel because of a poor framerate, then it is a problem.
I know now some smartass is going to say that movies run at ~30 FPS :D

Actually at 24fps :p.
But thats what I mean, if it's messing with your eyes then it is a problem (and if its messing with your cinematic experience, then it's messing with your eyes / brain).
Hopefully it will run better for you with some tweaks. If not, then yeah you may want to try XP out. Personally I love the Vista OS so much I would only replace it if I was having issues in every game I owned. I dont personally change thins on my computer for one game, no matter what it is, instead I just don't play the game. But that's just me.

So i turned off all the dx10 features and it helped by 15 fps or so. However i cant seem to run the game in true dx9 mode. the -dx9 command causes the game to crash. no idea why this is.

Well for me, I was getting the following crashes:
Stalker
BF2142 (constantly)
Half Life 2 Episode 1
Occasional crashes in CoH
Constant driver crashes on the 16X.XX drivers, usually when just on the net or MSN
I think Vista has real issues with SLI

Some at 24, some at 30, and either way, the ways the cameras are used are limited. It's not as simple as just pointing a 24FPS camera at anything, filming and having it come out looking good. Fast motion scenes have to be designed around the cameras.

I noticed when I use DX9 mode it works 10x better. Frames where like twice as high in some areas

You may or may not find that this helps - it appears that for me, on several games (including the bioshock demo) the vista aero desktop does not get turned off (as it should) when the game starts. As the aero desktop is basically a 3d application, this can severely affect performance.
The desktop can be set to turn off when the shortcut / executable is run -> right click the shortcut / exe -> properties -> compatibility -> check the 'Disable desktop composition' box.
It can also be disabled manually if need be (for example by selecting a 'classic' colour scheme).
This has had a big impact on several games under vista for me, hopefully it might help others out there.
As a side note, I run the demo at 1280 x 1024, all settings maxed, global lighting OFF, v-synch on and dx10 renderer - absolutely flawless performance on q6600, 2 gig DDR2, 8800 gts 640. Under the latest drivers, it even looks like you can force on AA / AF. Kudos to Irrational for producing the first true dx10 game - and it honestly does look better. Not so much the water as it happens, but particle effects, explosions, lighting - all are improved.

Vista is naturally a HUGE performance hog, which is why I refuse to upgrade until I absolutely have to.

^I really wish they would design an OS thats basically just purely for gaming, only thing I ever use is Internet Explorer anyway (which you definitely need for patches.) I would definitely buy it.^ But I doubt that will ever happen.

I have:
AMD X2 4600+
2 GB RAM
MSI (factory overclocked) 8600 GT
Vista.
All settings on (except for the global lighting one, because that makes teh lighting static), high everything, 1280x800 (or something like that). The game is running smooth (seems to be around 30 fps). I am having some trouble switching resolutions without first going to windowed mode, and I'd like it if they fixed the chopped widescreen, but otherwise the game is amazing. I'm in the upper wharf (and the cameras that are a bit to high in the air to hack piss me off a bit :D).
So I don't know how the original poster is getting poor fps with a system that is better than mine, unless he has the res jacked up way too high.

I think it's just Vista that's the problem here. I'm seeing something similar -- i've seen drastic performance decreases ever since i've 'upgraded' to Vista, even in older games like WoW. Some do not have the same issue, some do. It's really tough to say what is causing the different results. No amount of OS tweaking, including the compatibility fixes, really makes any difference for me. I'm still looking for the elusive fix for my Vista performance issues.
Just out of curiosity, does your FPS go below 20 during areas with lots of bloom / reflections? The reflections seem to be the real performance killer for me (with Shadow Maps coming in second.) I get 22 fps at 1280x960, facing a wall in a brightly lit room.
