I do apologize if this is a double-post. I tried searching for an answer but could not find something. So my question is, why are they all called splicers? Did I miss something? What does it exactly mean?

Just a nickname I'd assume. They're splicing their DNA.

Spliceing is a sort of science were u cross ure genes with something elses making something new

It is suppose to be because they Splice there Genes, to make it mixed with something else so they aren't really human and they aren't really what ever they spliced with. It is another word for Fusing two or more things together.

So after getting the electrobolt plasmid, wouldn't you yourself be a splicer as well then?I don't really think because the people you meet seem normal like Atlas but I think it is because there are different types of Splicers like Crawling Splicers the teleporting Splicers, Thugish Splicers (those are what they spliced with to because different)
