When people are talking about plasmids, are they talking about only the offensive de-buff abilities, or does that include Passive/defensive buffs too?

plasmids things you use by pressing a button tonics are always working

Tonic=Passive

so anything you throw at enemy like fire or enrage but tonics are always in effect such as easier hacking

I think you might be confused, because some tonics are only noticable at certain times.
There is an tonic that causes you to shoot out an electrical field whenever you take damage. This may look like a plasmid, but the player isn't pressing any buttons to use it, so it is a tonic.
It will probably be a lot simpler once you play the game. ;)
