When you play there are 2 bars a health and a magic bar i know your health heals but does your magic bar heal

do you mean "soes it refill" it does if you use certain plasmids or if you jab a giant needle in your arm

And you need to use syringes of Eve to fill them up.

.there are also tonics, like 'booze hound' which make alcohol heal you and 'iron gut' which lets you eat just about anything to restore health. My favorite is 'bloodlust' which heals you as you cause damage to enemies with your wrench, of course for those mechanics out there, there is
'hacker's delight' which heals you for sucessfully hacking a camera, turret or bot.

I think we need a mod to change this to Eve, and regenerate...
No, it doesn't appear to. However, we won't know for sure untill August 21st.
