I am always bugged by the fact that the scouts can be out there for 100s of years on end, a mere colonist can walk across an unknown continent for generations, and the entire continent clearly visible within 50-80 turns after landfall in the new world.
Historically, Luis and Clark only made their trip in 1800s, three hundred years after columbus and the maps still have many unkown spots. Here is my proposal that can preserve some of that mystery of a blackout map for mid and late game.
A supply limit system already works well in Space Empire IV, and European Universalis. They have a good limited supply system that will made any expansion and exploration gradual and the placement of good forward bases crucial.
Units are automatically re-supplied when staying in your cultural area or in a European port. Most units will die if not resupplied in five turns. (5 years is a long time)
excepted:
Privateers 12 turns (more reasonable patrol time)
Scouts/seasoned scouts (12/15 turns)
(and scout parties shouldn't be allowed build settlements, afterall, most of the scouting parties sent are all men).
Caravel 12 turns
It should not be possible, even for greatmen like Luis and Clark, to be out there exploring for 100 years in Terra Icognita.
