But, we haven't seen all of Fort Frolic, it should have more shops, and casinos, it's like 5 malls in 1. I think it also has the stadiums.
Arcadia has Farmers Market, and the giant park.
The're probably both about the same, in full size to Rapturians.

Id say Fort Frolic too. We still need to explore more. Maybe in BioShock 2.

No i mean the level map size since i thought arcadia looked bigger on the map but ft frolic took longer to do.
