Totally confused about Independance

I hope someone can help me....
I have tried to play this game numerous times, and every time I reach 50% or more overall rebel sentiment, and then go to the "start revolution" button, it is not highlghted. I don't know if it is supposed to be...but I cannot start a revolution. If I hit that button, nothing happens. I have even had my overall rebel sentiment as high as 65%...and still nothing. I am obviously missing something. Anyone have any suggestions? I'm getting pretty frustrated.

I am not sure but I am making a guess that you might have to have all of your ships out of Europe and non on thier way at the time of declaration.

I did that myself under assumption and had no problems. That might not be the problem, though it is something to try.

I have tried both ways...all my ships and soldiers in The New World, and then I tried with some in Europe...nothing. Thanks for the suggestion! :)
